Project Background

As a result of the Florida Springs and Aquifer Protection Act signed into law by the Governor in July, 2016, Hernando County was tasked to find ways to comply with the requirements associated with the 2016 legislation and developed restoration plans (BMAPS). The Septic to Sewer Conversion Plan is Hernando County Utility Department's (HCUD) response to the state mandated Onsite Sewage Treatment and Disposal System Remediation Plan requirement for Weeki Wachee Springs (more detailed information can be found under Project Overview on side panel).

Understanding the Construction Process, i.e., How Will The Work Affect Me?


Each section of road worked on will consist of the following :

  1. Asphalt will be removed from the road, and driveway aprons will be trimmed at the right-of-way. Affected areas will be backfilled with lime rock or millings each day to maintain access to the residence.
  2. Pipes will be laid down the road starting where indicated on the project update map, working down to the section's end.
  3. Access to residences could be limited when work is being done in front of the property (cars will need to park away from the active construction area).
  4. Residents will be notified in advance of when work will affect access to their residence.
  5. Contractor will work with residents to provide ADA compliance when necessary.
  6. Roads will be repaved once the new sewer lines have been tested and approved for service.
  7. Any sprinkler systems damaged in the county right-of-way during the pipe installation portion of the project will be repaired during the road and right-of-way restoration process for your area.

NOTE re TRASH PICKUP

If you are experiencing interruptions of trash pickup in your area, please contact us so we can make arrangements for the cans to be moved to a nearby pickup area. The trash cans will be brought back to their original location at the end of the day by the contractor.



The New Sewer System in a Nutshell

During this project there are main 5 parts of the system being installed:

  • Service line – As part of this special project, service lines will be installed from your home to the cleanout which will be located at the right of way. The cleanout gives access if a need ever arises due to a stoppage or other reason.
  • Lateral – Lateral lines run from the cleanout to the main gravity main that runs under the road.
  • Gravity main – Gravity mains run under the road, they move sewage from the homes via gravity to a nearby lift stations.
  • Lift station – The lift station collects the sewage from the nearby gravity mains where it then gets sent to a wastewater treatment plant via pressurized force mains. There are 2 planned lift stations for this phase of the project.
  • Force main – Force mains run along the right-of-way, they are pressurized lines that move sewage from lift stations to the designated wastewater treatment plant.

Not all roads will have force mains installed; please view the map linked below to see which roads will have gravity mains, force mains or both running along them.

    Crews have been installing pipes and manholes along Mountain Way Ave. between Northvale St. and Freeport Dr. The work is expected to be done shortly depending on the weather.

    To discourage through traffic, barricades will be put up on Mountain Way at Freeport and Northvale. As always, local residents will be allowed passage beyond the barricades.

    Crews have begun installing pipes and manholes along Mountain Way Avenue, to continue through next week. They will start work at Montebello Lane, and head north to Northvale Street.

    To discourage through traffic, barricades will be put up on Mountain Way at Freeport Drive and Langan Street. As always, local residents will be allowed passage beyond the barricades.

    Crews will be moving onto Nantucket Lane tomorrow. Installation of pipes and manholes will continue until the entire section has been completed. Nantucket will be barricaded at Sardinia and Langan to discourage thru traffic; residents will be allowed to pass.

    The highlighted area on Montebello Lane will be closed for pipe and manhole installation starting July 7th. Work will start at the west end and continue east daily toward Nantucket until all manholes and piping are installed.

    Montebello Lane will be closed at Mountain Way Avenue on Wednesday, July 2nd. Crews will be finishing the deep pipe installation along Montebello up to the intersection.

    Montebello Lane Closure

    The highlighted area on the map below will be closed for pipe and manhole installation during the day starting June 27th thru July 1st. The road will be put back to passable driving conditions at the end of each work day.

    On Monday and Tuesday, June 23rd and 24th, crews will start milling the roads listed below. Signage will be placed at intersections as a warning of the roadwork, however the roads will remain passable for local residents.

    The intersection at Freeport Dr. and Sunday Rd. will be closed today, 6/12 until 3pm this afternoon.

    *EXPECT TRAFFIC DELAYS IN ACTIVE CONSTRUCTION AREAS WITH CREWS, VEHICLES AND EQUIPMENT*

    Please note, weather or other unexpected circumstances could affect schedule. Any major deviations will be posted.

    The following activities are due to begin by (dates are approximate):

    • 5/14 - Moving equipment and crew into the area.
    • 5/14 - Install erosion control (silt fencing) and MOT (traffic maintenance notifications), i.e. traffice signs.
    • 5/20 - Prep work to begin for construction of lift station shown on map.
      • The lift station portion of the project is expected to extend into the Spring of 2026.
    • 5/26 - Trapping & relocation of gopher tortoises from lift station construction site.
    • 5/27 - Lynnhaven Rd. (yellow section on map) will start to be prepped for installation of sewer lines.
      • Work will start at Lorraine Ln., ending at Freeport Dr.
      • Work on this section of road is expected to last through the end of June.

    Construction is scheduled to start on May 14th. Some activities to expect are below, which should minimally affect surrounding residents:

    • Installing silt fencing
    • Transporting supplies

    Truck activity will be noticed in the project area as supplies are brought into the project area.
